Beijing's Mid-Year Work Meeting held, Yin Li outlines key priorities for second half of the year

On the morning of July 23, Beijing's mid-year work meeting was held to implement the guiding principles from the third plenary sessions of the 20th Central Committee and to carry out the directives from the fourth plenary session of the 13th Municipal Party Committee. The meeting summarized the work accomplished in the first half of the year and planned the work for the second half. Yin Li, the Party Secretary, presided over the meeting and delivered a speech. He emphasized the importance of deeply studying, promoting, and implementing the guiding principles from the third plenary sessions of the 20th Central Committee. He urged the city to fully leverage its strengths as the capital, boost confidence, and take proactive steps to advance coordinated efforts in enhancing functions, promoting synergy, strengthening innovation, stabilizing growth, improving people's livelihoods, and ensuring safety. The aim is to achieve the annual targets and strive for even better results, providing strong momentum for the capital's development in the new era through deepening reform comprehensively. This will help the city achieve outstanding results in welcoming the 75th anniversary of the founding of the People's Republic of China. Deputy Party Secretary and Mayor Yin Yong, Chairman of the Standing Committee of Beijing Municipal People's Congress Li Xiuling, Chairman of the Municipal Committee of the Chinese People's Political Consultative Conference Wei Xiaodong, and Deputy Party Secretary Liu Wei attended the meeting.

Yin Li emphasized that thoroughly studying, promoting, and implementing the guiding principles from the third plenary sessions of the 20th Central Committee, and aligning thoughts and actions with the decisions and deployments of the CPC Central Committee, are major political tasks for the present and the coming period. The entire city must integrate the understanding of the plenary sessions' principles with the deep implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the key speeches delivered by General Secretary Xi Jinping regarding Beijing, sparking a wave of enthusiasm across the city for studying, promoting, and implementing these principles. Careful organization of study sessions is necessary to guide party members, cadres, and the public to fully and accurately grasp the principles of the plenary sessions, thereby enhancing their consciousness of promoting development through reform. Extensive promotion efforts should be undertaken to clearly explain the successful practices, great achievements, and valuable experiences in comprehensively deepening reform since the new era began, as well as the significant meaning, objectives, and practical requirements of further deepening reform. Implementation must be prioritized, with leaders at all levels personally overseeing, coordinating, and inspecting the deployment of reforms, ensuring that all reforms are advanced in a comprehensive manner, and driving the capital's reforms to achieve new and greater results.

Yin Li pointed out that since the beginning of this year, the entire city has been earnestly implementing the directives from the Central Economic Work Conference, firmly grasping the primary task of high-quality development, adhering to the principle of pursuing progress while maintaining stability, promoting stability through progress, and first establishing before breaking. The city has strengthened the management of economic operations, bolstered policy support for development, actively optimized the business environment, and made every effort to maintain security and stability. These efforts have yielded new results and the city is showing a positive development trend. The second half of the year will be a critical period for achieving the annual targets. While we face some challenges, we must also recognize that further deepening of reforms will provide strong momentum, the effects of a comprehensive package of development-promoting policies will continue to be released, the driving force of major projects will be increasingly evident, and positive factors are steadily accumulating. For the second half of the year, work should focus on five key areas: First, prioritize reform and innovation to better leverage the roles of both the government and the market, vigorously develop new forms of productivity led by technological innovation, and further stimulate social creativity and market vitality; second, emphasize the role of openness in driving growth, balancing the international and domestic markets, and achieving progress in reform and development through openness; third, focus on improving people's livelihoods to better meet the needs of the public for a better life; fourth, highlight the importance of coordination, paying attention to enhancing the foresight, systematic planning, and coordination of work; and fifth, emphasize bottom-line thinking, balancing development and safety.

Yin Li emphasized that the second half of the year will be marked by numerous major events and important tasks. It is crucial to optimize and enhance the capital's functions and ensure high-quality services and support for these significant activities. Meticulous and detailed preparations must be made to provide comprehensive support for the Forum on China-Africa Cooperation Summit, coordinating services for the summit, urban operations, environmental improvements, and air quality assurance. Careful planning is also needed for events such as the China International Fair for Trade in Services, the Beijing Culture Forum, the Beijing Forum on Swift Response to Public Complaints, and the Financial Street Forum. Efforts should be concentrated on optimizing the environment for central government affairs and effectively implementing the control regulations for the core area. Coordination between the protection of the old city and urban renewal must be emphasized, with a focus on the relocation, protection, and revitalization of cultural relics, as well as the enhancement of modern cultural facilities. The pace of upgrading the functions of the Yanqi Lake International Convention Center should be accelerated to provide more high-quality spaces for international exchanges.

Yin Li emphasized the need to strengthen the coordination between urban and rural areas and regions, and to further advance the coordinated development of Beijing-Tianjin-Hebei. Tailored strategies should be implemented to enhance the comprehensive carrying capacity of Pingyuan XinCheng (including Fangshan,Shunyi, Changping, Daxing and Beijing Economic-Technological Development Area), while the regulations on ecological protection and green development in ecological conservation areas should be strictly enforced. The regional pairing and collaboration mechanisms should be further deepened. The post-disaster reconstruction tasks for the next three years should be integrated with the overall rural revitalization efforts, advancing the new "model villages" programme for a comprehensive rural revitalization. The commitment to relieving Beijing of functions non-essential to its role as China's capital should remain steadfast, with the implementation of a package of measures to support the Xiongan New Area. Additionally, the construction of major projects of Beijing Municipal Administrative Center should be accelerated, while deepening efforts in transportation connectivity, collaborative innovation, industrial cooperation, joint prevention and control of the ecological environment, and the co-construction and sharing of public services.

Yin Li emphasized the need to vigorously develop new quality productive forces and steadily advance high-quality development. Efforts should be intensified in advancing leading initiatives in basic research and tackling key core technologies. A new round of pilot reforms in Zhongguancun should be planned with a focus on meeting the needs of enterprises, while strengthening the coordinated interaction between the Zhongguancun Demonstration Area and the three science cities and one demonstration area. The critical driving role of large enterprises, major projects, and key platforms should be leveraged to stabilize the foundation. The construction of key projects should be promoted in a phased manner to generate more tangible results. Industrial guidance funds should be effectively utilized, and proactive efforts should be made to lay out future industries. The construction of a pilot zone for data infrastructure should be accelerated, and the artificial intelligence industry should be vigorously developed. Considering the needs of the public, tourism consumption, and urban operations, cultural and tourism service reforms should be deepened to fully leverage the role of culture and tourism in expanding consumption. Efforts to update equipment and replace old consumer goods with new ones should be intensified, with increased support to remove obstacles. The tasks related to the construction of the two zones should be fully implemented, and high-level opening up to the outside world should be expanded. The restoration of international flights should be accelerated, and the development of inbound tourism should be promoted. The business environment should be continuously optimized, the service packages system should be implemented, and further efforts should be made to stabilize expectations and strengthen confidence.

Yin Li emphasized the importance of continuously improving people's well-being and enhancing their sense of fulfillment. Efforts should be made to provide effective employment services for university graduates and to advance the integration of medical treatment, medical insurance, and medicines supply. Services for the elderly and children should be continuously improved. Housing policies should be adjusted to meet diverse needs and to promote the stable and healthy development of the real estate market. The governance level of mega-cities should be elevated, and reforms in the swift response to public complaints mechanism should be deepened. Public transportation routes connecting schools, hospitals, and tourist sites should be expanded, and comprehensive traffic management should be carried out in key areas. A concerted effort should be made to tackle air pollution during the autumn and winter seasons. Additionally, risk prevention in key areas should be strengthened, and ideological security should be safeguarded. Economic operation monitoring should be well-managed, and safety production responsibilities should be tightened to resolutely prevent major accidents. As the "July-August" main flood season is ongoing, monitoring and early warning systems should be enhanced, and all preventive measures should be reinforced to protect key areas and weak points, ensuring safe passage through the flood season.

Yin Li emphasized the need to deepen the study and education on Chinese Communist Party (CPC) discipline, further enhancing the spirit of dedication and entrepreneurship. Efforts should be made to promote the establishment of a comprehensive system for strict governance of the CPC, creating a positive, healthy, and clean political environment. It is essential to encourage responsibility and action by implementing various measures to uplift the spirit of CPC members and cadres in their work and entrepreneurship. Work capabilities should be improved, with leaders at all levels focusing on the forefront of development, adopting an international perspective, understanding fundamental principles, and optimizing their knowledge structure to become experts in their respective fields. Maintaining a strong work ethic is crucial, with a focus on in-depth investigation and research, the courage to tackle tough challenges, and the continuous correction of formalism and bureaucracy, thereby effectively reducing the burden on grassroots levels.

Yin Yong provided a report on the city's economic and social development in the first half of the year and outlined the next steps. He emphasized the importance of thoroughly implementing the guiding principles from the third plenary sessions of the 20th Central Committee, with a stronger determination to drive reform and promote openness, greater efforts to stabilize expectations and boost confidence, and more effective measures to improve people's livelihoods and mitigate risks. The focus should be on ensuring that the work in the second half of the year is fully completed, achieving all the annual goals and tasks. Yin Yong called for swift action, emphasizing a problem-oriented approach, responding to public concerns, advancing work holistically, and applying legal thinking to carefully implement all tasks related to reform and opening up. Efforts must continue to address challenges, expand productive investments, stimulate potential consumer demand, promote high-quality development in finance and fiscal sectors, and strengthen industrial growth to consolidate and enhance the positive economic momentum. Technological leadership is key, with a focus on continuously increasing high-quality technological supply, accelerating the application of technological achievements, building a modern industrial system, and nurturing and expanding new quality productive forces. There should be coordination between internal and external efforts, with a deeper advancement of the coordinated development of the Beijing-Tianjin-Hebei region, achieving greater breakthroughs in collaborative innovation and industrial cooperation. A comprehensive approach should be taken to strengthen traffic management, enhance ecological and environmental protection, and improve urban service management efficiency, using meticulous efforts to elevate the level of fine urban governance. Addressing weaknesses is essential, with a focus on solving pressing issues that are of the greatest concern to the people, adhering to a principle of doing what is possible within the city's capacity, and effectively handling key livelihood matters. Finally, strict adherence to maintaining the bottom line is crucial to ensure the safety and stability of the capital, providing a high level of security to support the high-quality development of the capital.

At the meeting, the principal leaders from Dongcheng District, Haidian District, Mentougou District, Tongzhou District, Changping District, the Beijing Economic-Technological Development Area, as well as Beijing Municipal Commission of Development and Reform, Beijing Municipal Science and Technology Commission, Administrative Commission of Zhongguancun Science Park, and Beijing Municipal Bureau of Culture and Tourism, exchanged views on the work progress in the first half of the year and their considerations for the next steps.

Leaders from Beijing Municipal Party Committee, the Standing Committee of Beijing People's Congress, the People’s Government of Beijing Municipality, the Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC), the "Two Courts" of the city, as well as principal officials from relevant municipal departments, dual-management units, and districts, attended the meeting at the main venue.
