Further upgrades to be applied at the Liangma River

In 2023, the Liangma River and the Phase I project of the Urban Renewal of Chaowai Street in Chaoyang District in Beijing has become the new landmarks of the capital. According to information from the Chaoyang District People's Congress in 2024, the Liangma River will undergo further upgrades in 2024, and the Phase II project of the Chaowai Street Block Renewal will also be carried out in 2024. Environmental improvements to the Yongtong Bridge, repairs to the Pingjin Lock, and renovations to the Changchun Temple are expected to be completed and inspected within the year.

Deepening the construction of the "Trendy Chaoyang, FUN Life" Intellectual Property (IP)

According to officials from the Chaoyang District Cultural and Tourism Bureau of Beijing Municipality, in the first three quarters of 2023, the entire district achieved a total tourism revenue of 102.75 billion yuan, ranking the first in the city. This accounted for 23.5% of the city's total tourism revenue, marking an 81.1% year-on-year increase. The net number of tourists received was 54.248 million, showing a 60.6% year-on-year growth.

In 2023, Chaoyang District was selected as a unit for the construction of the Demonstration Zone for the National Cultural and Tourism Industry Integration and Development. The 751 Park was included in the second batch of National Tourism and Leisure Streets, while the 798 ArtDist was selected as a National Industrial Tourism Demonstration Base for the year 2023. The Museum of the Communist Party of China ("Long March" immersive experience, Flying Over Cinema), teamLab Massless Art, and the Liangma River were included in the list of 24 National Pilot Projects for Cultivating New Spaces in Smart Tourism and Immersive Experiences.

The Liangma River, Chaowai UIC Urban Innovation Center, Wangjing Walk, Shouchuang·Langyuan Station, Chaoyang Joy City, and Beijing Surprise Outlets were included in the second batch of Beijing's tourism and leisure streets, constituting half of the total number in the city. The Liangma River was also selected as one of Beijing's second batch of branded mini-vacation destinations. POP LAND was recognized as one of the top ten exemplary cases of Cultural and Tourism Technology Innovation Applications in Beijing for the year of 2023.

In 2024, Chaoyang district will continue to build cultural and tourism consumption brands, deepen the construction of the "Trendy Chaoyang, FUN Life" cultural tourism intellectual property (IP), enhance the influence of International Cultural and Tourism Festivals, Fashion Summits, and other events. The district plans to host the 2024 Art Season at the Liangma River, aiming to make cultural and tourism activities a shining showcase of Chaoyang's openness and vitality.

Cultivating new momentum for cultural and museum Industries

In 2023, Chaoyang District completed the construction of 622 public cultural facilities, including 44 urban libraries and 57 community mobile art galleries. The per capita public cultural service facility area reached 2.2 square meters, establishing a "15-minute cultural service circle" with a balanced distribution, equal services, and shared resources.

In the construction of the "Capital of Performing Arts", Chaoyang District introduced a series of original artistic works such as "Red Electric Waves" and "No. 42 Sanlitun Subdistrict", completing the accreditation of the first batch of 12 new performing arts spaces in the district. Throughout the year, over 5,944 public cultural events were organized, benefiting more than 19.47 million citizens. Among them, 38 high-quality cultural and artistic events were hosted at the Art Season at the Liangma River, creating the first outdoor performing arts-themed urban salon in Beijing.

In terms of cultural heritage protection, Chaoyang District has completed the restoration project of the Grand Canal-Yongtong Bridge. The Dongyue Temple has undergone repairs to its central path, as well as security and fire protection enhancements. Emergency repairs and restoration have been completed and inspected for the Baiyi Monastery and the Bixia Palace Niangniang Temple. The protection and restoration work for the Shifangzhufobao Pagoda, the Leijia Bridge Guandi Temple, and others are in the final stages.

Chaoyang District is making all-out efforts to build itself into a District of Museums. Currently, there are 80 museums in the entire district, achieving a ratio of 2.2 museums per 100,000 people. Last year, the first "museum-like institution" in Beijing was established in Chaoyang District, officially forming a three-level museum system comprising "recorded museums, museum-like institutions, and cultural and historical spaces".

In 2024, the Chaoyang District Cultural and Tourism Bureau of Beijing Municipality will continue to increase the supply of high-quality cultural and tourism services. There will be a continuous optimization of the "3+1" four-level public cultural service facility network, emphasizing "resources, content, quality, and vitality". Additionally, the high-quality construction of the "Capital of Performing Arts" and new performing arts spaces will be promoted.

To promote the protection and revitalization of cultural relics, Chaoyang District will turn itself into a "City of a Hundred Museums", aiming to complete 90 museums by the end of this year. Efforts will be made to strengthen the digitalization of museums, utilizing digital means to enhance the revitalization of cultural relics. A new model, combining "scene + technology + content", will be established to foster new economic momentum in the cultural and museum sector, referred to as the "Museum +" model.

Promoting the expansion of the waterfront economy and consumer scale

In the past year, the Liangma River and the Phase I project of the urban renewal of Chaowai Street have become new landmarks in Beijing. POP Land, the first immersive IP-themed park in the domestic trendy entertainment industry, opened. Wenyu River Park was recognized as the only national sports tourism demonstration base in Beijing. The 2023 Beijing Chaoyang International Light Festival has attracted widespread attention and enthusiastic response both domestically and internationally.

According to Chaoyang Cultural Tourism Group, in 2024, the Liangma River will undergo another upgrade. Through the introduction of significant cultural and tourism projects, optimization and enhancement of commercial nodes along the waterfront, and frequent, branded cultural and entertainment events, they aim to continuously expand the scale of waterfront economic consumption along the Liangma River.

In the Phase I project, the construction including coffee courtyards, double-layered platforms, and Lucky Street will be completed, achieving the improvement and upgrade of commercial functional facilities. In the Phase II project, there will be an accelerated advancement of key projects within Chaoyang Park, including the Sina E-sports Arena, a planned art museum, the Shell Theater, and No. 8 Mansion. The Phase III project will focus on the planning and construction of Liuliwan, aiming to facilitate the all-round cultural and commercial value upgrade along the Liangma River Economic Belt.

At the same time, the district will systematically carry out the Phase II of the Chaowai Street Urban Renewal Project, creating new scenes such as an aerial art corridor, underground corridors, fountain squares, and urban street corner gardens. The Olympic Forest Park will advance the upgrade and transformation of the Olympic Tower, adjusting the dynamical layout, optimizing visual space, and hosting cultural activities to establish itself as a gathering place for Beijing Olympic artistic characteristics.

Chaoyang Park, focusing on urban renewal, is working on the overall transformation and enhancement through measures such as waterfront lighting, smart park construction, infrastructure improvement, and the upgrading of grassland. Beijing Wenyu River Park will further establish its park brand system, continuously expanding special experience spaces for parent-child interaction, cute pet parks, and water sports bases. They will also promote the placement of projects and facilities such as terrace tennis, extreme sports, and wilderness camping, contributing to the successful operation of the park's Phase II project.

In terms of the cultural and tourism industry activities, Chaoyang District will focus on creating international brands through events such as the Beijing Chaoyang International Tea Culture Festival, Beijing Chaoyang International Light Festival, Beijing Chaoyang International Craft Beer Festival, and the Dual-Olympic City National Fitness and Sports Festival. This aims to further enhance the brand influence and consumption-encouraging power of regional large-scale events.
