According to the General Administration of Customs of the People's Republic of China (PRC), starting from November 1, 2023, individuals entering or exiting China will no longer be required to fill out the "Exit/Entry Health Declaration Form" in accordance with the relevant provisions of the Border Health and Quarantine Law of the People's Republic of China and its implementing regulations.
The General Administration of Customs stated that individuals with symptoms of infectious diseases such as fever, cough, difficulty breathing, vomiting, diarrhea, rash, unexplained subcutaneous bleeding, or those diagnosed with infectious diseases must proactively declare their health information to the customs and cooperate with the customs in conducting health quarantine work such as temperature screening, epidemiological investigations, medical examinations, and sample testing.
The General Administration of Customs made it clear that individuals who conceal or evade quarantine measures will bear corresponding legal responsibilities. Those who cause the spread of quarantine infectious diseases or pose a serious risk of transmission will bear corresponding criminal responsibilities.
According to the provisions of the Border Health and Quarantine Law of the People's Republic of China and its implementing regulations, whenever a major infectious disease becomes prevalent internationally, the "Exit/Entry Health Declaration Form" will be "unsealed" and put into use.
On January 26, 2020, in order to further improve the prevention and control of the novel coronavirus pneumonia epidemic at ports, the General Administration of Customs of PRC reactivated the system of filling out the "Exit/Entry Health Declaration Form" for individuals entering or exiting the country at all ports nationwide. Individuals entering or exiting China must declare their health information to the Department of Supervision on Health Quarantine and cooperate with health quarantine work such as temperature monitoring, medical inspections, and medical examinations. To date, the "Exit/Entry Health Declaration Form" of China has been updated to the eleventh edition.
