Beijing releases 9 measures to respond to red flood warning

On July 29th at 17:30 , Beijing issued a red alert for torrential rain. The Beijing Municipal Flood Control Headquarters activated a city-wide red-level (level one) response to flood prevention at 19:00. The Beijing Municipal Flood Control Headquarters reminds the general public to avoid going out unless necessary. All units are advised to implement response measures and make relevant preparations.

1. For enterprises and institutions, apart from ensuring the operation of the city and essential services for the livelihood of the people, employees are not required to come to work unless necessary.

2. The general public is advised to avoid going out unless necessary. When encountering flooded road sections, please do not drive through the water and refrain from parking vehicles in low-lying areas. Residents living in semi-basements should closely monitor the waterlogging risk and take timely precautions. In case of emergencies, please call 110 or 119 promptly.

3. Cease organized indoor and outdoor cultural, sports, and entertainment activities and ensure the safe evacuation of relevant personnel. Underground commercial establishments are to halt operations.

4. Schools are to suspend all offline teaching activities and outdoor educational activities. Training institutions are to suspend all offline training activities and ensure the proper placement and safe transfer of stranded individuals.

5. Construction sites are to suspend work and promptly transfer and place the relevant personnel.

6. Suspend outdoor tourism activities involving mountains and water, close all scenic areas, parks, forest areas, and suspend operations of homestays and folk accommodations. Guide and persuade tourists to return, and ensure the evacuation and sheltering of threatened tourists.

7. Promptly transfer and resettle all threatened populations, with a focus on high-risk villages and households in mountainous areas, stranded tourists, dilapidated buildings in urban areas, and individuals at risk in low-lying courtyards.

8. Temporary traffic control measures can be implemented in high-risk areas and major rescue and relief routes. If necessary, subway and bus services may be suspended.

9. Close mountain torrent channels. The general public is advised to stay away from river channels and be cautious of floods, landslides, and mudslides in the watershed.
